In North Carolina, the housing assistance program is managed by each individual county. There are 100 counties in this state. Only six states have more counties than North Carolina. This means that households having $40,177 meet the U.S. guidelines of 80 percent, but they do not meet the North Carolina guidelines. That amount ends up being $35,000. The median income in some counties, like Wake County, are higher.
